In this case study, we explore the successful financial data conversion project completed by NOS for the U.S. Department of Energy (DOE).

The project involved digitizing and converting thousands of pages of legacy electric utility financial records and tables into usable Microsoft Excel documents. Through meticulous planning, advanced technology, and rigorous quality control, NOS delivered a solution that enhanced data accessibility and usability for DOE’s operational needs.

Challenges

The DOE needed to digitize and modernize a massive volume of financial records, and we knew this would require a thoughtful approach. The challenges included:

  • Large Volumes of Data: Thousands of pages of aging electric utility financials and tables needed to be converted into digital formats.
  • Legibility Issues: Many documents had deteriorated over time, making accurate data extraction more difficult.
  • Functionality Needs: The converted data had to work seamlessly in Microsoft Excel for analysis, manipulation, and everyday use.

Approach

Preparing for Scanning:

  • We started by carefully removing bindings from the financial statistics books to prepare them for scanning. This ensured that every page was ready for digitization without damaging the originals. These books contained thousands of pages that needed to be converted into digital formats.

High-Resolution Scanning:

  • Using high-resolution scanning equipment set to 400–600 DPI (dots per inch), we captured even the smallest details from each page. This step was critical to ensure the tables and figures were perfectly preserved for accurate conversion.

Optical Character Recognition (OCR):

  • Next, we processed the scanned images through OCR software. This allowed us to extract both textual and numerical data from the pages, converting the content into a machine-readable format.

Exporting to Microsoft Excel:

  • Once we had extracted the data, we carefully formatted it into Microsoft Excel spreadsheets. This step was particularly rewarding, as it transformed static, antiquated records into flexible, functional tools that DOE could use immediately for day-to-day operations.

Thorough Quality Control (QC):

  • The final and most detailed step involved cross-referencing the Excel data against the original documents. Our QC team meticulously verified every number, ensuring the accuracy of even the most challenging and hard-to-read tables. Given the age and illegibility of some tables, this stage required exceptional attention to detail to ensure accuracy and fidelity to the original financial data.

Results

By the end of the project, we had accomplished the following:

  • The conversion of thousands of pages of antiquated electric utility financials and tables into workable Microsoft Excel documents facilitated easy access and usability for the government agency.

Department of Energy in converting hundreds of thousands of pages of antiquated financial data into workable Microsoft Excel documents.

The project's completion within the designated timeframe demonstrated NOS's commitment to delivering high-quality services to government agencies. The conversion of the financial data empowered DOE to efficiently retrieve, analyze, and utilize the converted information, contributing to improved operational effectiveness and informed decision-making.
